Shortly after being sworn in as the 47thPresident of the United States, President Donald Trump signed numerous executive orders, some of which target federal employees. It is expected that in the coming days, President Trump will sign additional executive orders which may impact Federal Employees. Melville Johnson, P.C. will continue to monitor these orders and the impacts they may have on federal employees.
Federal Hiring Freeze
President Trump signed an executive order enacting a Federal Hiring Freeze and directing agencies not to fill any vacant federal positions or create any new roles. Military personnel, and employees in immigration enforcement, national security, or public safety positions are exempt from the freeze,and the Office of Personnel Management retains authority to grant further exemptions as necessary.
The order further requires that within 90 days the Director of the Office of Management and Budget (OMB), in consultation with the Director of the Office of Personnel Management (OPM) and the Administrator of DOGE, will submit a plan to reduce the size of the federal government’s workforce through efficiency improvements and attrition. The submission of the plan will terminate the hiring freeze for all agencies and departments except the IRS.
Return to In-Person Work
President Trump signed an executive order directing all agencies and departments to, as soon as practicable, take all necessary steps to terminate remote work arrangements and require employees to return to work in-person at their duty stations. The Executive Order states that department and agency heads shall make exemptions they deem necessary, but does not specifically address concerns related to reasonable accommodations.
